Wang Zemin was an aide to Third Minister Hu Zhiaoxing. He accompanied Hu to a peace conference in Los Angeles, piloting Hu's boat from Catalina Island. Not being as well schooled in diplomacy as Hu, Wang giggled when U.S. Secretary of State Jackson issued his war ultimatum.
After the U.S. failed in its attacks on Chinese holdings on the Channel Islands and the Chinese punitive raid on Los Angeles, the three Secretaries again met with Hu who had Wang accompany him. This meeting was on the dock at Catalina Island. Wang brought Hu a chair when he gestured and Hu sat down with the U.S. officials left standing in front of him.
