Rafael Ramos was the captain of the Libertad, a Panamanian registered ship. On one voyage the ship was raided by US Federal Agents while it was docked in San Pedro Harbour. Captain Ramos, along with his first mate Jorge Antonio San Martin and three others, all Colombians, faced smuggling charges.
