Portsmouth was the capital and largest city of Virginia Commonwealth, one of the Federated Commonwealths of America. It had been Virginia's capital since English colonial days. In 1804, the landmark Jeremiah Gillen decision was reached in the Portsmouth courthouse.

Portsmouth, Virginia became the seat of the Confederate government after Richmond fell to the United States in the waning days of the Second Great War. From here, President Jake Featherston witnessed the destruction of Newport News by a U.S. superbomb.
