Plebiscite
From Turtledove
The plebiscite of January 7, 1941 was part of the Richmond Agreement entered into by Al Smith and Jake Featherston, in their respective capacities as Presidents of the United States and the Confederate States. The plebiscite took place in the states of Houston, Kentucky and Sequoyah to determine whether each state should remain in the U.S.A or rejoin the C.S.A. Sequoyah voted to continue U.S. statehood, Kentucky and Houston did not.
