The city has a long history as a strategic military and transportation point. The largest Navy base in the world, Naval Station Norfolk, is located in Norfolk along with one of NATO's two Strategic Command headquarters. It is also home to the only bridge-tunnels in the United States.

On January 31, 1942, Norfolk received a rescue boat containing 30 survivors of the oil tanker Rochester, which had been torpedoed by a German U-boat. Newsreel reporters briefly interviewed the men before fleeing from a group of United States Navy officers, who sought to confiscate the footage. The film was released generally on February 5.
