Harris Moffat IV was the son of US President Harris Moffatt III. Like his father and grandfather before him, Harris IV was educated in St. Louis, the center of the Krolp government in North America. Harris IV was also a hostage to ensure his father didn't step out of line, even though the rump United States and Canada that President Moffatt presided over was recognized as free.
About 50 years after the Krolp formally recognized the rump USA's right to exist, the Krolp determined that there were large deposits of silver and a small amount of gold deep below the surface of northeastern Utah. They voided the treaty that recognized the U.S. and demanded access to the silver and gold. President Moffatt decided to fight instead, and alerted his son to leave St. Louis. However, the uprising failed within three days, the United States and Canada were crushed, and the entire Moffatt family was transferred to St. Louis to live out the rest of their days in exile.
