Flargar was the Krolpish military governor of North America early in the 22nd Century. He negotiated a treaty with then Presiden of the United States Harris Moffatt II which guaranteed that a rump United States and Canada would be allowed exist along the Rocky Mountains.

Flargar was subsequently called back to the Krolp homeworld in disgrace.
