Brigadier General Emmett Bragg was an American fighter pilot and veteran of the Vietnam War. He commanded the American space shuttle Athena on its 1984 mission to Minerva. He made contact with Reatur and developed good relations with the Omalo domain-master, providing military assistance when Reatur's domain was invaded by a Skarmer army from Hogram's domain.

Bragg was married to his crewmate Louise Bragg, an engineer. Louise, who was fifteen years Bragg's junior, was Bragg's second wife. He had briefly been married to a Roman historian but left her and married an engineer to make himself eligible for the Athena's mission. (The ship was crewed by married couples, so only people whose spouses had useful skills for the mission were considered.) While on Minerva, he began an extramarital affair with Sarah Levitt.

Bragg was from Alabama.
