Connie Wong was a resident of Topanga and survivor of The Change. She rose to be one of the leaders (or "Brains") of the community and was responsible for civil infrastructure such as it was. About thirty yeas after The Change, Bruce Delgado, the ruler of Chatsworth and the western end of The Valley was once more looking to conquer Topanga after loosing two previous small wars. The Brains called an assembly held in the Theatricum Botanicum outdoor amphitheater to discuss the latest threat. After Kwame Curtis described the military situation and that the greatest threat was being burned out by deliberately set fires, Wong was asked about fire-breaks. She had discouraging news, stating that they were in bad shape and that everyday survival meant that longer term projects such as this were left to slide. Each Topangan was supposed to spend a couple of hours each week cutting bushes and chopping down saplings but many didn't bother. Pete Reilly, the "Brainiest Brain," said that the community would have to take care of that and the audience agreed but a better idea was to send a envoy to Delgado warning him that Topanga could do the same to Chatsworth.
