Chester Cochrane was the sheriff of Wirt County (including the town of Elizabeth), in the country of Virginia. He investigated the attempted murder of Beckie Royer. While Cochrane seemed conscientious, Beckie doubted he'd find the men who shot at her.[1]

Cochrane and Beckie also exchanged words over how Virginia as a whole treated its Negroes. Beckie, a Californian, took issue with it, but Cochrane dismissed her complaints.[2]

Days later, Cochrane was the first police officer to investigate the death of Charlie Clark, a Negro janitor from Elizabeth. Like most in the town, Cochrane assumed that Charlie had been a "good" citizen, and was surprised to discover that Charlie had been part of planned Negro uprising.[3] However, the investigation was turned over to the Virginia Bureau of Investigation (VBI).[4]
