The Senate is the upper house of the United States Congress. Under Article I of the Constitution, each state elects two senators, regardless of population, to a six-year staggered term. Before the ratification of the Seventeenth Amendment in 1913, senators were elected by the state legislatures. Since 1913, senators are directly elected by citizens of the state.
