These characters have served as Prime Minister in Parliamentary governments. They served in nations which do not have enough prime ministers to support their own category, as, for example, Britain does.

Depending on the systems in place in these characters' nations, Prime Minister may or may not be head of state. Others may have assumed the office of their country's head of state before or after their term as prime minister.
