These characters (historical and fictional) are heads of state in one Harry Turtledove timeline or another or in OTL, or both, but their office is not strongly represented in Turtledove's work. For example, Bryan and Jennings are the only two Censors of the Federated Commonwealths to appear in a Turtledove story, and so "Censors of the Federated Commonwealths" would be an underdeveloped category unlikely to grow in the foreseeable future, and of little value at this time.
