Balaneus was the prelate of the Empire of Videssos in the province of Kubrat during the later years of the Avtokrator Krispos' reign. His duties included mixing in orthodox colonists among the natives and overseeing conversions to the orthodox faith. He was regarded by Krispos as a competent official, one who could be trusted during the difficult period of the Thanasioi rebellion.
